Vail is wearing a black chiffon shirt in this picture, as well as a bold accessory - a skeleton hand she found in a thrift store and turned into a hair clip. I personally really like these, I actually made one myself a while ago :) Oh and you can also see the final result of her blue hair dying in this picture, she dyed it again to make it darker. 

If you have a skeleton hand lying around (which is probably kind of weird but you know..), you can hot glue it to a bobby pin or hair clip of your choice and you have your own hair clip. However, if you don’t really enjoy doing DIY things, here are some on Etsy.
